maybe try putting one of them small flexible cameras inside to have a look , like you say its had umpteen differnt caps so must be something happening inside the tank , would be interesting to see how it went running only on a front mounted tank like the hebo one which you can see through

looks like the hole is worn or damaged , you could get a small 10mm head size nut found on most vehicles that have a washer part of the nut , turn upside down sit in hole and weld it in ,or weld nut to small strip of steel sit in hole and rivet plate to frame
-
mine has started doing the same thing comes on then stays on its not normal , i am suspecting the thermostat is faulty but not yet looked
-
if the rear shock is damping ie not like a pogo stick its probably ok if your on the heavy side you could tension the spring up
-
the bolt threads into a steel threaded insert nut , if you can get hold of a gas welding torch you can have a small flame to heat this nut up also a socket type allen socket used on a hand impact wrench would work good but as above fit socket and bray it in to also get some shock through the bolt before attempting undoing
-
from what i gather it must be the steel lever type which as you say you lift it and the plunger goes down for on , this should have an effect so it is either choke on all time or off all time ,, also the mixture screw should cause a difference when adjusted , so a carb overhaul is due , but check air filter first
