Yes, it is overkill for who change bearings of one bike 4-5 times in a decade. But your mechanic has to have one...if not, run away.
My answer is a expanding mandrel.
Fit the mandrel in bearing
Put the expanding rod from other side
Hit it with a hammer
The bearing will exit centered. This is important to not enlarge hub hole
To fit new one, you will need a tool to keep spacer centered and apply force centered only on external ring
90 psi and turn the part you want to fix red hot with a torch.....use a pressure regulator to maintain pressure constant since it tend to increase when you heat the carbon inside (burn most you can before), use thick gloves, face shield and all proctetive equipment you have since it is something dangerous.
