You should be ok with a BIG adjustable wrench on the bit screwed into the flywheel, to hold it steady, and another onto the bolt to effectivle tighten against each other.

Thanks PP for info, Alan Whitton has interesting brake plates with floating pivot point, this can be adjusted to compansate for brake wear.
