I have always rode on the balls of my feet but recently was told you should ride on the arch! Just look at the base of SPD pedals and that should answer your question. And you need leverage obviously so the ball of your foot is the optimum position, using the arch of your foot will not only be less efficient but I should imagine in the long run would cause a lot of discomfort and potential health issues!
