Obviously I'm talking UK here and assume the frame has a frame number ! If you want to do it legally then you will probably end up with a Q plate. Not even sure the frame needs a number just have to comply with mot regs as you will need an m.o.t. If the m.o.t. station demands the frame has a number then stamp 0001 on it. However best way i know is buy a frame c/w logbook and transfer the frame number then get the engine changed with DVLA and you have an age related plate just get it m.o.t'd and off you go. Remember replacement frames didnt have a frame number from the factory. Neither did new crankcases mostly so dealers just stamped the frame number on that they were replacing.
