It's a formal document from the importer that DVLA will accept if you wish to register your bike. A receipt is unlikely to contain enough information. If the certificate of newness can't be found, a letter from the importer stating the year of manufacture will also suffice. Expect to be charged for this. (If you get it for free then it's a bonus.)
