I had a problem like this on a Husqvarna enduro. it behaved just like this, it had a Dell'orto carb. Anyway, the problem turned out to be very very small pieces of grit in the fuel tank, small enough to pass the filter screens but big enough to get the float needle stuck. I cleaned out the tank and installed an extra fuel filter, never had a problem after that.

Andy, Dare I say this is a basic problem that you must some how be overlooking.

The fact that your fuel is coming out of the carb means that the float chamber is over filling, the only way it can do this is through the needle valve that the floats close off or through the seal of the float bowl.

Someone has already mentioned to check your floats orientation, are you confident they are the correct way up, the little bits that stick out of the floats need to be at the bottom of the chamber to allow the floats to move up the guide rods.
