As far as I know they come installed still, as my 12 bike has one, but cannot say for sure. May message Splatshop unless others chime in. Seem as they may not be totally necessary, as the(washerhead) bolt(as compared to hex screw on earlier years) is sealing to the ali case all by itself, so if it is not leaking I would not worry too much.
