The 2016 Montesa Cota 4RT parts list manual shows this picture:

The street versions (upper row) are homologated.

There were 11 links when I last checked.  Don't let the " - " fool you.

 

Some are in English (Parts list and kits) and some in French (Owner's Manuals)

Do you get the full power bits with one and not the other I am confused

The Full Power kit takes engine performance of the ED/2E version to the 3E/4E version. The ED/2E have small air filter inlet, small exhaust outlet, intake restrictor in the manifold, different ECU map, catalytic converter, and so on.

In Belgium, and I guess in most countries, all 4RT's ( not sure about the 300RR) are delivered to the dealer with the Homologation kit installed.
 
It's quite a job in fact, removing all the restrictions in the engine and all the unnecessary electric equipment for road use.
