The tolerance for spacing between bolt and cog/wheel was not met and as you can see in pic 2 it would abutt causing too much friction for spring return to overcome. Sending spec for bolt to dealership to see if proper bolt. Also the washer is a fibre washer not within spec allowing the bolt lower then it should onto the cog. 3rd pic has no friction and allows proper return. Backed off bolt .05 mm. Live and learn.
